Major David F. Chang is a native of San Francisco, California. He commissioned through the Naval Reserve Officer Training Corps program at UC Berkeley via the California Maritime Academy as a Second Lieutenant in May 2016 as the company honor graduate. Upon completion of The Basic School in December 2016, Second Lieutenant Chang reported to Twenty-Nine Palms, California in 2017 for the Marine Corps Communication Electronics School and was designated as an Air Defense Control Officer, graduating with honors.

In April 2017, Second Lieutenant Chang reported to Marine Air Control Squadron 1 in Yuma, Arizona and was assigned as the Tactical Air Operations Center Detachment Operations Officer. First Lieutenant Chang was subsequently assigned as the Senior Weapons Director, Company Operations Officer, and Weapons and Tactics Training Program Officer-in-Charge.

In March 2020, First Lieutenant Chang assumed the duties as the Operations Officer of Recruiting Station Cleveland, Ohio. In July 2021, Captain Chang assumed the duties as the Executive Officer of Recruiting Station Cleveland, Ohio. During this period, he was instrumental in supporting the Recruiting Station's monthly mission and college program, culminating in the station receiving "Superior Achiever" in 2023.

In March 2023, upon a successful recruiting tour, Captain Chang reported to Fort Sill, Oklahoma to attend Air Defense Artillery Captains Career Course, where he completed the course as an honor graduate.

In August 2023, Captain Chang checked into Air Defense Company Bravo, Marine Air Control Squadron 2 and attended Weapons and Tactics Instruction Course 1-24.

Captain Chang subsequently took over the position of Company Commander in November 2023. Captain Chang deployed the company to support Operation Enduring Sentinel, in support of Combined Joint Task Force - Horn of Africa from January 2024 to June 2024, overseeing the first successful emplacement in Marine Corps history of the AN/TPS-80 radar system in the continent of Africa, directly facilitating joint and coalition success with an effective integrated air defense system coverage. During this time, Captain Chang supported the largest NATO live-fire exercise in Formidable Shield 25, leading in the execution of remote radar techniques while supporting Sector Air Defense Commander TTP development and validated the 2d MAW CG's Distributed Aviation Operations initiative and overseeing the first emplacement of the AN/TPS-80 radar in Scotland, United Kingdom.

Captain Chang was promoted to the rank of Major in a ceremony in September 2025.

Major Chang is a graduate of the Joint Air Operations Command and Control Course, Joint Integrated Air and Missile Defense Course, Expeditionary Warfare School (Non-Resident), and completed his Joint Professional Military Education Phase I at the United States Naval War College in June 2022 with Honors.

Major Chang received his Bachelor of Science in Business Administration in 2016. He is also a graduate at The Citadel where he earned a Master's in Business Administration in June 2020. He is currently on his final year on his Doctorate in Business Administration program at Liberty University and is a graduate student for the Engineering, Science and Technology, Entrepreneurship (ESTEEM) program at the University of Notre Dame.

Major Chang's personal awards include the Navy and Marine Corps Commendation Medal (gold start in lieu of third award), Navy and Marine Corps Achievement Medal, (gold star in lieu of second award), Army Achievement Medal, and the Outstanding Volunteer Service Medal gold star in lieu of second award.
